Comparability of qualification levels Compatible with the EQF (8 levels) - three levels of the NQF will correspond to three cycles in higher education and the fifth level is managed by vocational education - professional & general competences as well as sociocultural skills - The main differentiation applies to level 5 which in Lithuania is a transitional level between vocational and higher education.
Use of learning outcomes in HE & CE LOs are obligatory. But NQF descriptors define competences demanded by autonomous, complex and changing activities
